NOTICE: Effective July 1, the Community Advisory Committee (CAC) for Multnomah Safe Rest Village is being replaced by a new model of communication between the neighborhood and the city about the MSRV. We at MNA will continue to advocate for strong lines of communication, uphold Good Neighbor Agreement commitments, and identify opportunities for collaboration and problem solving.

MSRV Team Responsibilities
1. Definition
The MSRV Team is an ad hoc committee focusing on the operation of the Multnomah Safe Rest Village (MSRV) and related city programs at the former Sears site and their impact on the neighborhood. It reports to the Multnomah Neighborhood Association (MNA) President and Board. Members are appointed by and serve at the pleasure of the President.
2. Purpose
Coordinate MNA’s relationship with the City, the City’s site operator, and citizens of Multnomah who are advocating with regard to the site and the site’s use. Specific areas of focus include but are not limited to -- a. practical questions; b. how to get clear and timely information; c. how neighbors can best raise concerns; d. how the neighborhood and the City can work together constructively to reduce disruption to the neighborhood.

The July 14 MNA Regular Meeting was devoted to a dialogue between MNA neighbors and representatives of the City and Urban Alchemy. Material from that meeting is being compiled and posted when available.

MSRV is being transitioned to a Recovery-focused shelter
From Laudie Porter, Shelter Services, on May 12.
The City is currently in the design phase but intends to transition the MSRV to a recovery/sobriety focused shelter. In general, that means that shelter participants at this site will be individuals who actively choose to move towards sobriety and will have access to recovery-specific services on-site. We do not yet have a timeline, and have limited operational details to share,

Regulatory Improvement Code Amendment Package 11 (RICAP 11)
UPDATED 7-15-2026: RICAP 11 was discussed at the City Council meeting Wednesday, July 8 at 11 AM. Next step is a vote on
RICAP 11 would allow up to 100 units on a site like MSRV. (reduced from 200)
On July 16,2025 MNA Board voted to oppose it.
Status: The RICAP 11 Recommended Draft was discussed at a public hearing with City Council’s Housing and Permitting Committee on June 2. with no changes affecting the MSRV.
The next step is consideration by the full City Council - the final decision-making body.

What is the GNA?
The purpose of the Good Neighbor Agreement is to identify ways for the Parties to work together to address potential impacts and resolve issues as well as to be good neighbors to each other and all participants of the Safe Rest Village and the larger Multnomah Neighborhood. It was signed into effect June 2024.
